The Michigan Department of Environmental Quality (MDEQ) Air Quality Division (AQD) just released the FY 2017 Annual Program Report. Overall, the number of inspections and enforcement actions were down from FY 2016. Reviewing the AQD FY 2017 annual report uncovers some interesting highlights:

  • AQD performed a total of 1,262 inspections, 251 for ROP sources and 1,011 for non-ROP sources in FY 2017. This is a decrease of approximately 5% from the prior year.

  • There were 27 enforcement actions that included the payment of a penalty in FY 2017, compared to 49 enforcement actions with payment of a penalty in FY 2016.

  • The AQD sent 481 violation notices FY 2017, down 12% from FY 2016’s total of 546 violation notices.

  • A total of 352 Permit to Install (PTI) applications were approved by the state in FY 2017 with just one application denied. In FY 2016 there were 369 approved PTI applications with three being denied.

  • The AQD took final action on 45 Renewable Operating Permit (ROP) applications in FY 2017, 44 of which were approved. In the prior year, final action was taken on 63 ROP applications, 58 of which were approved.

The MDEQ AQD is required to prepare an annual report based upon the Natural Resources and Environmental Protection Act.
